After 9 US sailors were detained on April 9, 1914 in the port city of Tampico, the US demanded an apology. Negotiations broke down, due in part to complications from the ongoing Mexican Revolution. As a result, President Woodrow Wilson ordered Rear-Admiral Fletcher (with Congressional approval) to occupy the port of Veracruz. This occupation blocked a shipment of ammunition and other supplies the Mexicans needed for the ongoing revolution.
19 Americans were killed at Veracruz including 2 sailors from the battleship USS Arkansas (BB-33), the flagship of the United States Atlantic Fleet.
